ASA Announces Advocacy and Legal Staff Promotions

WASHINGTONThe American Securities Association (ASA) today announced the promotion of Kelli McMorrow to Chief Advocacy Officer and Jessica Giroux to Chief Legal Officer. In these new roles, McMorrow will lead ASA's government affairs advocacy while Giroux will spearhead ASA's legal and regulatory practice.

"Kelli and Jessica are highly respected leaders with a proven track record of managing complex financial services issues at the highest level," said ASA President and CEO Chris Iacovella. "Their experience and expertise will continue to maintain ASA as a premier financial services trade association in Washington."

McMorrow previously served as Head of Government Affairs after joining ASA in 2020. She has over 15 years of Washington experience in policy, political, and operational capacities. McMorrow also served as Chief of Staff to former Representative Randy Neugebauer (R-TX), a senior leader and Subcommittee Chairman of the House Financial Services Committee. In addition to her congressional experience, McMorrow has advocated on behalf of industry associations, focusing extensively on tax and financial policy. She began her career on the staff of her former hometown congressman, Representative Donald Manzullo (R-IL). McMorrow holds a Bachelor’s degree from the University of Illinois and a certificate from the Women's Campaign School at Yale University.


Giroux previously served as General Counsel after joining ASA in 2023. 

Before joining ASA, Giroux was Director of Government and Public Affairs at the Municipal Securities Rulemaking Board (MSRB) where she was responsible for developing and implementing the organization’s external relations. Prior to joining MSRB, Giroux served as Director of Governmental Affairs at the National Association of Bond Lawyers (NABL), where she led advocacy efforts. She also served as General Counsel and Managing Director for the Bond Dealers of America (BDA) where she was responsible for member engagement and advocacy with federal regulators and Capitol Hill in addition to leading the research, analysis, and information collection of regulatory initiatives.

 

In addition to her industry experience, Giroux also served as chief of staff and counsel to former New York State Senator James Alesi, where she led the office’s legislative initiatives. Prior to her time at the New York State Senate, she spent four years in the Washington, D.C., offices of former New York City Mayor Michael Bloomberg. Giroux obtained a bachelor’s degree in political science from the State University of New York at Albany and a law degree from Albany Law School of Union University. She is admitted to the New York State and U.S. Supreme Court Bars.
