ASA Names Jessica Giroux as General Counsel, Head of Fixed Income Policy

Giroux to oversee ASA’s legal, regulatory and fixed income affairs

WASHINGTON, D.C. – Today, the American Securities Association (ASA) announced the hiring of Jessica R. Giroux as General Counsel and Head of Fixed Income Policy. In this role, Giroux will oversee ASA’s legal, regulatory and fixed income affairs.

“Jessica’s industry knowledge, legal background and experience in both the public and private sector are second to none,” ASA CEO Chris Iacovella said. “She is a complete professional, and we are incredibly pleased to welcome Jessica to the ASA. Jessica’s policy and regulatory expertise will be invaluable to our advocacy on the Hill and at financial services regulatory agencies.”

Before joining ASA, Giroux was Director of Government and Public Affairs at the Municipal Securities Rulemaking Board (MSRB) where she was responsible for developing and implementing the organization’s external relations. She was the principal liaison for the MSRB with federal officials and policymakers and responsible for establishing and maintaining relationships with external stakeholders and core industry groups. Prior to joining MSRB, Giroux served as Director of Governmental Affairs at the National Association of Bond Lawyers (NABL). There, she led advocacy efforts including anticipating and responding to federal legislative and regulatory activities that impacted the public finance industry including tax reform, municipal securities disclosure, and regulatory proposals. She also served as General Counsel and Managing Director for the Bond Dealers of America (BDA) where she was responsible for member engagement and advocacy with federal regulators and Capitol Hill in addition to leading the research, analysis, and information collection of regulatory initiatives with MSRB, FINRA, the U.S. Securities and Exchange Commission (SEC) and the Department of the Treasury. In addition to her industry experience, Giroux also served as chief of staff and counsel to former New York State Senator James Alesi, where she led the office’s legislative initiatives. Prior to her time at the New York State Senate, she spent four years in the Washington, D.C., offices of former New York City Mayor Michael Bloomberg working on issues related to transportation, energy, environment, census and immigration. Giroux obtained a bachelor’s degree in political science from the State University of New York at Albany and a law degree from Albany Law School of Union University. She is admitted to the New York State and U.S. Supreme Court Bars.
